Carolina Ugalde

Carolina provides labor and employment advice and counsel to cities, counties, special districts of all types, and non-profit organizations across California.

Carolina also helps clients stay ahead of legal developments by monitoring changes in the law and guiding them through compliance efforts. This includes updating policies, handbooks, and other governing documents to ensure organizational practices remain current and legally compliant. In addition to general advice and counseling, Carolina handles sensitive personnel matters, conducts workplace investigations, and provides sexual harassment prevention trainings, as well as workplace violence prevention trainings. Carolina supports senior attorneys in labor negotiation efforts and matters before the Public Employment Relations Board.

Before joining Redwood Public Law, Carolina was a legal extern at Kaiser Permanente and served as a law clerk at Meyers Nave in 2020 and 2021. During her time at Meyers Nave, Carolina worked with attorneys in the Special Districts and Municipal Law Group, the Litigation Department, and the Labor and Employment Law Group, gaining broad experience in public and private agency representation.

Carolina earned her J.D. from UC Law San Francisco, where she served as co-president of the Latinx Law Student Association (formerly La Raza Law Student Association) and as a staff editor of the UC Law San Francisco (formerly UC Hastings) Women’s Law Journal. Carolina is currently a part of the San Francisco La Raza Lawyers Association’s Leadership Board. During her free time, Carolina enjoys attending Pilates classes and is learning to play golf.
