As an Associate in the Municipal and Special District Law Group, Kimia Mahallati has a passion for civic engagement. She provides advice and counsel to cities, counties, and special districts on a diverse range of municipal and public law matters affecting governmental agencies. She serves as Assistant City Attorney for the City of South San Francisco and the City of Walnut Creek, as well as supporting counsel for the City of El Cerrito, Town of Los Altos Hills, City of Larkspur, and the Regional Government Services Authority, among other public agencies throughout California.  Kimia also serves as an update author to the CEB land use and water law practice guide.

Kimia enjoys working closely with Redwood’s public entity clients to assist them with their day-to-day questions as well as helping them pursue and complete longer-term projects throughout all stages.  She emphasizes a creative, solutions-based method to her counsel, always with the goal of helping clients achieve their desired outcomes. Kimia dives headfirst into complex issues, developing guidance by staying updated on changes in the law, as well as California’s overall political and economic landscape. Through this approach, she helps clients successfully anticipate changes in their day-to-day operations, and plan accordingly for their long-term goals.

Kimia advises governmental and regulatory agencies on a wide range of municipal and public law issues, including the Public Records Act, the Brown Act, public works and contracting, code enforcement, real estate, elections and conflict of interest laws, first amendment rights, code enforcement proceedings, as well as various planning and environmental land use, zoning and housing matters. Her practice also includes representing government agencies in the courtroom and before other regulatory agencies. Prior to joining Redwood Public Law, Kimia worked as a litigation associate at a boutique law firm in San Francisco with a focus on environmental law, including matters involving compliance with the California Environmental Quality Act (CEQA) and Clean Water Act (CWA).  

While earning her J.D. at the University of California College of the Law, San Francisco, she concentrated on Environmental Law and Justice—through her coursework, as an Extern for the California Coastal Commission in San Francisco, and as a Senior Editor for the Hastings Environmental Law Journal. She also served as a Board Member for the Women of Color Collective and the Iranian Law Students Association.  

Kimia was born and raised in Marin County and currently lives in the Outer Sunset in San Francisco with her husband and their very active and kooky Australian Shepherd.  Kimia is also active in the Iranian American Bar Association – Northern California Chapter.
